Board of Directors

  • C. Dan Siapco MD | Director of International Missions

    Dr. C. Dan Siapco is the Director of International Missions. His qualifications include graduating cum laude from Loma Linda University with a B.S. degree in Medical Technology, graduating from Loma Linda University School of Medicine with a Doctor of Medicine, completion of a Residency in Ophthalmology at the University of Pittsburgh Medical Center, and Diplomate American Board of Ophthalmology. Dr. Siapco has participated regularly in medical mission trips for more than 15 years. His participation has included organizing the medical team and providing Cataract Surgeries to needy individuals.

  • Carlindo Pereira MD | Director of Local Missions

    Dr. Carlindo Pereira is the Director of Local Missions. His qualifications include Baccalaureus in medicine and surgery from University of Stellenbosch, School of Medicine, South Africa and residency at Loma Linda University Medical Center Department of Ophthalmology. Dr. Pereira brings over 15 years experience in Ophthalmology surgery including one year of experience serving the Portuguese community in Chino, CA and half a dozen mission trips outside the United States to perform cataract surgery for the local residents.

  • Scott Rowe | Treasurer

    Mr. Scott Rowe is the Treasurer of the Board of Directors. His qualifications include approximately 10 years of experience as a Certified Public Accountant working with a variety of individuals and business entities as well as 20 years of work in private accounting. Mr. Rowe has years of experience working with non-profit entities providing tax advice and compliance work, in addition to financial statement audit and consultation services.

  • Wendy Siapco | Secretary of the Board and Trip Coordinator

    Ms. Wendy Siapco is Secretary of the Board and Trip Coordinator. Her qualifications include extensive experience volunteering with a variety of non-profit organizations, assisting with organizational management and program leadership. She was the administrator of Cascadia Surgical until her retirement in 2021. Ms. Siapco has also participated in more than a dozen international medical mission trips as trip coordinator and scrub tech.

  • Teresa Pugh| Member

    Ms. Teresa Pugh is a member of the Board. Her qualifications include her past role as Executive Director for Skagit Habitat for Humanity in Mount Vernon, Washington where she was responsible for managing all aspects of the non-profit. Ms. Pugh has participated in a number of local projects to assist needy families as well as several mission trips outside the United States to help provide medical services to the local residents.

  • June Siapco | Member

    Ms. June Siapco is a member of the Board of Directors. Her qualifications include 22 years of volunteering in different roles at schools, churches and community based programs and has participated in 9 medical mission trips with Eyewitness Missions as a part of the pre-op team.

  • Lynn Pugh | Member

    Mr. Lynn Pugh is a member of the Board of Directors. His qualifications include more than 15 years of experience in optical services, and participation in 5 medical mission trips outside the United States in the last several years.

  • Tami Rowe | Member

    Ms. Rowe is a member of the Board of Directors. Her qualifications include a blend of human services work as a teacher for 18 years and office management for an additional 8 years. Ms. Rowe has assisted in the glasses clinics and coordinated students to work in the clinics as well.

Board members receive no compensation of any kind, and performs their duties on an “as needed” basis."

  • C. Dan Siapco, MD

    FOUNDER, EYE SURGEON

    Already involved in international surgical trips, Dr. Siapco realized how helpful it would be if he formed his own non-profit to travel under. He recruited his wife (Wendy), business partner (Carlindo) and friend (Scott) who together founded EWM.

  • Carlindo Pereira, MD

    FOUNDER, EYE SURGEON

    Always supportive of missions and service to mankind, Dr. Pereira was happy to collaborate on forming and growing EWM. In addition to international eye expeditions when his busy life allows, he has a particular enthusiasm for local charity work and is the driving force behind North Cascade Cares, a collaborative biannual event that provides Free Vision Screening to Skagitonians.

  • Ben Siapco, CRNA

    ANESTHESIA PROVIDER

    Ben is Dan’s brother and the owner of Paceline Anesthesia. He travels with the team to provide exceptional preop care and localized nerve blocks for each patient prior to their procedures.

  • Clarissa DeWees, RN

    NURSE

    Clarissa, or Rissy as friends and family call her, is the sister of Dr. Siapco and a fantastic neonatal nurse in her professional life. She is a committed member of the Medical Team and has traveled on nearly every trip since EyeWitness Missions began, circulating in the OR and scrubbing for procedures.

  • Wendy Siapco, ST

    SCRUB TECH

    Wendy is the wife of Dr. Siapco, is supportive and passionate about medical missions and has been on nearly every trip since the beginning. She scrubs for procedures as well as acting in the capacity of circulator and materials manager as needed.

  • June Siapco

    PreOp Manager

    June is married to Ben Siapco and she manages patient care in preop. At home she is a manager of Paceline Anesthesia. She is multilingual, unlike most of the team, which is such a help on many of the international trips where Spanish is spoken.

  • Ben and Clarita Siapco

    The medical team typically includes other family members such as Dr. Siapco’s father, Ben Siapco Sr. , a microbiologist, and his mom Clarita, a retired nurse.

  • The Pereira's

    Dr. Pereira brings his wife, Jeni-Joy, and their 3 lovely girls when possible. They make an excellent OR Team.

  • Joshua Siapco

    STERILIZATION TECH

    We all travel with our adult children and other interested volunteers, as frequently as possible but Joshua Siapco, son of Ben and June, has been a most faithful volunteer for many years, working in instrument sterilization. This is not a glamorous role but is critically important to the outcome of surgery.
